Public Notice: Elkcam Blvd. & Lake Helen–Osteen Rd. Flood Mitigation Project

Comment period: March 12 - March 28, 2026

Volusia County is providing notice and inviting public comment on the proposed Elkcam Boulevard and Lake Helen–Osteen Road Flood Mitigation Project in Deltona. The project will construct stormwater drainage improvements at the intersection to reduce recurring roadway flooding. Planned improvements include installation of new stormwater piping, replacement of existing culverts, and construction of associated drainage structures to improve water flow and integrate with the existing stormwater system.

An environmental review was completed in accordance with federal regulations, and Volusia County has determined the project will have no significant impact on the human environment. The County intends to request the release of Community Development Block Grant–Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development to undertake the project.

Written comments will be accepted through 5:00 p.m. on March 28, 2026.

Public Notice: E. Taylor Road DeLand Pump Station & Water Retention Expansion Project

Comment period: March 9 – March 26, 2026

Volusia County is providing notice and inviting public comment on the proposed E. Taylor Road DeLand Pump Station and Water Retention Expansion Project. The project includes acquisition and demolition of three residential properties, construction of a new stormwater pond, installation of a culvert beneath Taylor Road, a pump station, and approximately 6,800 feet of stormwater conveyance piping to Lake Moore. These improvements are intended to increase stormwater storage capacity and reduce repetitive flooding in the surrounding area.

An environmental review was completed in accordance with federal regulations, and Volusia County has determined the project will have no significant impact on the human environment. Because portions of the project occur within the 100-year floodplain and wetlands, the County also evaluated alternatives and measures to minimize environmental impacts.

Written comments will be accepted through 5:00 p.m. on March 26, 2026.

Public Notice: Wetland Review – 2465 & 2475 S. Glen Eagles Drive

Comment period: March 2 – March 17, 2026

Volusia County is providing early notice and inviting public review of a proposed stormwater improvement project located at 2465 and 2475 S. Glen Eagles Drive in DeLand, Florida.

The project involves demolition of an existing two-unit townhome structure and construction of a stormwater retention pond within the former building footprint. Improvements will expand the surrounding stormwater management system by connecting existing man-made ponds through culverts to increase drainage capacity and help reduce neighborhood flooding.

Because portions of the project are located within a wetland, an environmental review is required under federal regulations, including guidelines from the U.S. Department of Housing and Urban Development. The County is evaluating practicable alternatives and potential environmental impacts.

Public comments are encouraged, including suggestions for alternative locations, methods to achieve the project purpose, or ways to minimize environmental impacts.

Comment period: February 27 – March 14, 2026

Volusia County is inviting public comment on proposed floodwater mitigation improvements along Taylor Road in DeLand, west of Dr. Martin Luther King Jr. Boulevard. The project includes acquisition of three residential properties, demolition of existing structures, construction of a new regional stormwater pond, installation of a connecting culvert and pump system, and approximately 6,800 linear feet of new stormwater conveyance piping extending to Lake Moore. The acquired parcels will remain vacant following completion of the project.

Because portions of the project area are located within wetlands and the 100-year floodplain, an environmental review is required under federal regulations. As part of this process, the County is evaluating practicable alternatives and potential impacts to the floodplain and wetlands.

Public comments are encouraged, including suggestions for alternative locations, alternative methods to achieve the project’s purpose, or measures to minimize environmental impacts.

Public Notice: Daytona Beach Lift Stations 15, 17, 18, and 22 Replacement Project

Comment period: February 11 – February 27, 2026

Volusia County is inviting public comment on the proposed replacement of Lift Stations 15, 17, 18, and 22 in Daytona Beach. The project would replace aging sewage lift stations originally constructed in the 1950s with modern, flood-resistant infrastructure designed to improve safety, reliability, and long-term resiliency. Improvements include elevated electrical components, high-capacity pumps, and backup power generators to better withstand flooding and severe weather events.

Because all four project sites are located within the 100-year floodplain, a federal environmental review has been completed in accordance with HUD regulations. The County has determined that the project will have no significant impact on the human environment.

As part of this final notice and public review process, the County is accepting comments on the Request for Release of Funds, the Finding of No Significant Impact, and the floodplain determination.

Public Notice: Aspen Stormwater Pond Expansion Project

Comment period: February 11 – February 27, 2026

Volusia County is inviting public comment on the proposed Aspen Stormwater Pond Expansion Project in South Daytona. The project would expand two existing retention ponds into one larger, deeper pond and upgrade the pump station and emergency generator system. These improvements are intended to increase stormwater capacity and reduce flooding in the Big Tree Village neighborhood.

As part of this early notice and public review process, the County is seeking input on the proposed action, including potential alternatives and ways to minimize or mitigate impacts to the floodplain and surrounding environment.

Public Notice: Powers Avenue Stormwater Project

Volusia County is seeking public comment on the proposed Powers Avenue Stormwater Project in South Daytona. The project includes the acquisition of three residential properties, construction of a 4.7-acre retention pond, new inflow structures, and upgrades to approximately 500 feet of stormwater collection system. The improvements are designed to increase stormwater retention capacity, reduce flooding near Spruce Creek Road and Dunlawton Avenue, and improve flood resilience for critical infrastructure in the area.

Volusia County is inviting public comment on the proposed Portona Drainage Improvements Project. The project includes construction of two new stormwater ponds, installation of upgraded piping and inflow structures, rehabilitation of culverts within the railroad right-of-way, and additional drainage improvements. Public Notice: Stephens Canal Bank Stabilization Project

Comment period: February 10 – February 26, 2026

Volusia County is inviting public comment on the proposed Stephens Canal Bank Stabilization Project in South Daytona. The project would stabilize approximately 1.27 miles of canal banks along the Stevens Canal to reduce erosion, improve stormwater flow, and lower flood risk to nearby neighborhoods. Because the project area is located within the 100-year floodplain and a riverine habitat, an environmental review is required under federal regulations.

Public Notice: Environmental Review for North Beach Street Improvement Project

Comment period: January 12 – January 28, 2026

Volusia County is seeking public comment on a proposed roadway elevation project along North Beach Street in Ormond Beach, between the Tomoka River and Pine Tree Drive. The project would raise a portion of the roadway to improve flood resilience. Because the project area is located within wetlands and the 100-year floodplain, the County is required to evaluate alternatives and potential environmental impacts as part of the federal environmental review process.

Notice of Intent to Request Release of Funds

Comment period: January 9 – January 19, 2026

On or about January 20, 2026, Volusia County will request HUD’s release of CDBG-DR funds to support the Ridgewood Flood Mitigation Project (SMA) at 702 South Ridgewood. The project will improve flood resilience at an outpatient rehabilitation center through elevation and floodproofing measures designed to protect the facility and ensure continued access to essential services. The estimated CDBG-funded amount is $371,530.

The project is categorically excluded from NEPA requirements. Written comments must be received by January 19, 2026, and will be considered prior to submission of the request for release of funds.

Notice of Intent to Request Release of Funds

Comment period: January 8 – January 18, 2026

On or about January 19, 2026, Volusia County will request HUD’s release of CDBG-DR funds to support the Holly Hill Wastewater Treatment Plant project, which will transition the facility from chlorine and sulfur dioxide gas to safer liquid chemical systems. The estimated CDBG-funded amount is $600,000. The project is categorically excluded from NEPA requirements.

Submit written comments by January 18, 2026, to the Volusia County Office of Recovery and Resiliency1578 N. Woodland Blvd., DeLand, FL 32720, to have your input considered before the request is finalized.

Objections to the release of funds may be submitted to HUD in accordance with federal regulations.

Public Notice: Comment Period Open for South Daytona Lantern Park Stormwater Pond Project

Comment period: December 11 – December 29, 2025

Volusia County is announcing the environmental findings and intent to request HUD funding for the South Daytona Lantern Park Stormwater Pond Project. The project will construct a new stormwater retention pond to help reduce severe flooding in the Lantern Park subdivision and improve access during heavy rain events. Portions of the connected drainage system are within the 100-year floodplain, and the County has determined the project will have no significant environmental impact.

The Action Plan Substantial Amendment (Version 4.0) is now available for public review. This amendment updates the Homeowner Single Family Repair and Replacement Program by:

  • Aligning eligibility criteria and benefit amounts with the Hurricane Milton Homeowner Recovery Program

  • Adding a maximum structure value of $450,000 as an eligibility requirement

  • Establishing a $100,000 maximum benefit for the match activity within the program
