The Hurricane Milton CDBG-DR Action Plan Substantial Amendment is now available for public review and comment. This amendment proposes increasing the maximum housing beneficiary income threshold to 120% of Area Median Income (AMI), which would open eligibility to more homeowners who need assistance.
You may submit written comments up until midnight on December 21, 2025, to the Volusia County Office of Recovery and Resiliency. All feedback will be reviewed and considered before the amendment is submitted to HUD for approval.
Volusia County is announcing the environmental findings and intent to request HUD funding for the New Smyrna Beach Corbin Park Stormwater Improvements Project. The project will improve drainage, reduce flood risk, and increase storm resiliency in the Corbin Park neighborhood. Portions of the project area are within the 100-year floodplain, and the County has determined there will be no significant environmental impact.
Public comments may be emailed to mdewall@volusia.org or as an alternative, comments may be submitted on paper to Volusia County Office of Recovery and Resiliency, 1578 N. Woodland Blvd. DeLand during the hours of 8:00 AM to 5:00PM. Please specify whether your comment is for the FONSI, RROF, or Floodplain Notice. Comments received by December 20th will be reviewed prior to submitting the request for release of funds.

The project will construct a new stormwater retention pond to help reduce severe flooding in the Lantern Park subdivision and improve access during heavy rain events. Portions of the connected drainage system are within the 100-year floodplain, and the County has determined the project will have no significant environmental impact.
